Wikipedia: New York Harbor, refers to the rivers, bays, and straits in the estuary near the mouth of the Hudson River that empty into New York Bay. Although the U.S. Board of Geographic Names does not include the term, New York Harbor has important historical, governmental, commercial, and ecological usages. Originally used to refer to the Upper New York Bay, the term is also used to describe the Port of New York and New Jersey, the port district for New York-Newark metropolitan area, under the jurisdistion of the Port Authority.
